The City of Cleveland’s Department of Port Control (DPC) embarked on an ambitious 3-year program: redefine its mission; realign its resources, assets, and capital; and meet updated goals and objectives to help revitalize the current business environment. JDA helped the DPC create and launch its strategic plan focused on the expansion and enhancement of the Cleveland Airport System via new real estate development, concessions expansion, harbor enhancements, and intermodal and airside facilities. All of these initiatives were branded into what is known as “Destination Cleveland Airports.” Our approach set the foundation for the integration of mission, vision, values, goals, and objectives into a comprehensive strategic plan. Our consultants facilitated workshops with the executive and senior management teams, involving all division chiefs, and completed a SWOT analysis to ensure the division-specific Action Plans had equally specific profit and performance management indicators and benchmarks. Our efforts aligned the final plan with Cleveland’s most recent stakeholder assessment. Promoting the new vision and action plans comprised a number of public information and marketing strategies, from creating a buzz around DPC through conceptual renderings, presentation mediums, and posters displayed throughout the terminals, to supporting a "Destination Cleveland Airports" launching event drawing together Cleveland-area business and community leaders. In addition to the DPC Strategic Plan, we prepared a Strategic Business Plan to identify opportunities for optimizing facility development to attract and enhance utilization of Burke Lakefront Airport (BLK), Northeast Ohio’s primary general aviation airport and reliever for Cleveland Hopkins. This plan identified opportunities for enhancing revenue-generation by connecting the facility with other downtown assets and revitalization plans.
