As part of an economic development action strategy for Northwest Michigan, JDA was selected to develop a comprehensive master plan for Yates Township to encourage millions of dollars of new investment, job creation, and redevelopment of the rural area and its communities. The township’s last master plan was in 1973. A significant focal point, or catalyst, for the strategy is the preservation, restoration, and development of the historic community of Idlewild, MI, Founded in 1912 and once considered the most fashionable African-American resort in the U.S. It is now designated as a National Register Historic District and Enterprise Community. The township’s goal to spur financial investment and economic growth is significantly connected to promoting Idlewild as a national rural retreat, resort, and tourism destination—highlighting its cultural heritage, historic buildings and sites, and the area’s natural environment. In helping to achieve the township’s vision, the master plan will also guide the development of new roads and other infrastructure improvements. As part of its planning, JDA involved the community in the process—residents, civic leaders, and interested stakeholders—making sure to draw on the local resources, knowledge, and creative talent in crafting the master plan. JDA conducted a public open forum and planning charrette, a brainstorming session to identify areas for redevelopment, assessed the feasibility of projects, and outlined the possibilities for community enrichment and economic growth.
