Ground Transportation Needs Assessments
In March 2005, Jacobsen/Daniels Associates (JDA) was engaged by the City of Phoenix to assess the existing conflict at Sky Harbor International Airport between on-demand taxicab and on-demand limousine operators. The Study Team was tasked with analyzing and providing recommendations to resolve this conflict in order to establish a safe, fair, and equitable operating environment for the taxicab and limousine service providers while retaining the highest level of customer service possible for the traveling public. In addition, a number of other items such as fare structure, the use and location of information booths, AVI and dispatch operations were included in the analysis.
Specifically, the study analyzed existing Airport practices, procedures and contracts, surveyed passengers, conducted taxi and limousine forums at which all stakeholders registered their opinions, and compared the Airport's data and policies to those at other similar airports to determine their relationship to "industry standards". The following were the major goals of this effort as identified by the Airport:
- Establish a safe operating environment for the traveling public, taxicab and limousine service providers.
- Maintain the highest level of customer service possible by providing a multitude of quality, easy to find and easy to understand ground transportation services.
- Address the current conflicts between taxicab and limousine services
- Provide a fair and equitable working environment for taxicab and limousine providers.
