In early 2003, the Wayne County Airport Authority (WCAA) undertook an initiative to improve airfield safety for both precision and non-precision runways at Willow Run Airport. The project consisted of removal of runway 18-36; shortening runway 14-32; implementing declared distances on runway 9L-27R; relocating the north east perimeter road; installing hot-spot signage and runway guard lights; relocating runway 32 REILs; installing a new runway 32 PAPI; installing taxiway B edge and centerline reflectors; remarking airfield pavements; Designing phase I airfield electrical system improvements, and reviewing an existing airport signage project. Construction took place in three phases.
After Jacobsen Daniels Associates, LLC (JDA) prepared construction documents, JDA began construction phase services. During the Bidding Phase JDA evaluated bids from different contractors and assessed construction sequence phasing plans prepared by the contractors. When construction commences, JDA will coordinate between architects/engineers and airport management staff, respond to RFIs, interpret technical and general specifications, and participate in claims evaluation. Once construction is Substantially Complete, JDA will participate in the commissioning and closeout process. This will include field/performance testing, update and transfer of record documents (including as-built drawings) and punchlist development.
