Odell Rick Flood Jr.

Director

Capital Programs & Infrastructure

Odell (Rick) Flood’s career in the construction industry spans 25 years of providing services specializing in construction management and planning. His experience ranges from serving as the Owner’s Resident Representative on large public works projects to performing various cost and schedule controls functions for analyzing and controlling risk on multiple projects during the design, construction and closeout phases.

Mr. Flood has worked as the lead project controls consultant for a design/build construction company. He works with company management and construction staff to develop project schedules, construction budgets, schedules of values, cost accounting reports, and other controls to ensure accurate project scheduling and cost performance reporting for many of the company’s active projects. He also provides technical writing and proposal development services during the bidding and planning phases of construction and design/build projects for this client. Mr. Flood’s technical expertise in master scheduling was developed over the past 15 years and takes a program approach to scheduling. His scheduling approach reflects the maximum level of detail known about the project components and understanding how changes in materials or methods affect the project as a whole. Using Oracle’s Primavera P6 Project Management (Primavera) and Microsoft Project Planner enables him to maintain a cumulative database of resources with the knowledge gained from previous and ongoing projects. Schedules are typically cost loaded with budget line item resources for all features of work down to the activity level; thus, allowing for tracking of earned value performance during each performance period. He ensures that schedules accurately portray relationships so that any change to the critical path can be verified early enough in the construction phase to not affect the completion date. If there are delays or schedule creep, activities are re-evaluated for float and re-sequenced according to the order and manner of construction as updated by our superintendents and project managers in order to meet the completion date.

Q & A with Odell (Rick) Flood, Jr.

What is the best part of your job?

Working with junior staff, providing training for them, and seeing them grow and mature into great professionals.

I also enjoy problem solving and consistently needing to apply analytic skills to design and construction challenges. It’s satisfying to look back and see that our decisions placed the client in a good position.

What is your personal motto?

Show compassion, be cautious, and always look ahead in how you make decisions.

What do you enjoy doing outside of work?

I’m a big history buff, I like watching documentaries about the fall of civilization and the patterns that led to their downfall. You can see similar patterns today. It gives you insight and compassion in how to approach humanity.

I’m a homebody! Being at home not being disturbed, getting my chores done and hanging out with my wife is a great weekend.

My creative streak, most people might not see that because of the engineering and technical background. Also, I was in the Army Reserves for 8 years.

What would you do (for a career) if you weren’t doing this?

I’d be a musician, a percussionist. I played drums, marimba, xylophone. I was also in the marching band and played in a jazz band.

What or who has been your biggest influence?

The pastor of the church when I was a kid, the way he caried himself in the community, and his ability to connect and care about people, stuck with me from the time I was a boy until this day.
